Promoting a Safe and Respectful Environment for Lesbian, Gay, Bisexual, Transgender, and Questioning Children: In December, 2009, the Office of Children & Family Services (OCFS) sent a directive 09-OCFS-INF-06 to Commissioners of Social Services and Executive Directors of Voluntary Authorized Agencies regarding gay, lesbian, bisexual, transgendered & questioning youth in care.  Date: December 30, 2009;
